Hal Ross Perrigard was born in Montreal in 1891. He received his art instruction from William Brymner and Maurice Cullen at the Royal Canadian Academy School. By 1913 Perrigard's canvases were being exhibited at the Art Association of Montreal and by 1915 at the Royal Canadian Academy (ARCA 1924).

Perrigard spent his summers at his studio in Rockport, Massachusetts from 1923 until his death in Montreal in 1960. He was a member of The Art Club of Montreal, the Rockport Art Association, the North Shore Artist Association of Gloucester and the Artist Guild of Canada. His works reside in many public and private Canadian collections.

His Plein Air paintings always evoke light and thoughtful perspective.
